Water Register tracks EPA-filed allocation transfers (municipal, agricultural, industrial, and most non-energy sectors). AER energy-sector transfers (oil sands, conventional oil and gas, coal) are out of scope and filed through OneStop, not the EPA open CSV.
The research inventory holds 372 dossiers with approval dates from 2015 through mid-2026, built from EPA export heuristics plus press and municipal sources. Alberta reports roughly 400 completed transfers province-wide since the 2006 SSRB closures, which includes years and cases we have not fully catalogued yet (especially 2006–2014). Many dossiers remain draft candidates until ERV verification. Depth is concentrated on the Bow corridor and closed SSRB sub-basins before province-wide breadth.
